Site Remediation and Validation
With complex risk management and regulatory requirements, remediation can become a financial and legal liability if not managed properly. On the other hand, if done well, remediation can add significant environmental, social and economic value to a property.
CHEC Staff have over 30 years experience in a variety of construction environments, combined with 14 years remediating and validating contaminated Sites. We also have the capacity to provide EIANZ Certified Validation Reports and often work in conjunction with EPA Accredited Site Auditors. We are well positioned to offer a range of remedial solutions and find innovative methods to avoid delays and reduce cost whilst ensuring compliance.
CHEC recognises the National Remediation Framework (NRF), which promotes sustainable remediation. Sustainable remediation starts with a good Remediation Action Plan (RAP). At CHEC we consider the technical and financial feasibilities of available strategies in the context of their environmental and social impact. We also believe a RAP needs to implement practical regulatory requirements that acknowledge the remedial scope and its associated risks without being an unnecessary drain on resources.
Validation is the final stage of remediation and produces the statement that a Site is suitable for the proposed land use and if any ongoing control measures are required to maintain that suitability. Often a construction certificate (CC) or ocupation certificate (OC) will require the submission of a validation report where remediation is a statutory requirement at the direction of Council or the State Department of Planning under State Environmental Planning Policy – Resiliance & Hazards .
A Site validation allows a Site Auditor to provide a Site Audit Statement based on the evidence presented in the associated validation report. The strong technical capability of CHEC ensures that this validation stage of the remediation process is efficiently managed to minimise construction delays and proportional to the risks associated with the proposed land use and the identified contaminants.
